There seems to be a breakdown in the cycle here. People are generating too much trash and the city isn't picking it up often enough. If the city were to increase their collection cadence, people would generate even more rubbish. Two lessons here: 1) Nature abhors a vacuum, and 2) You can't win.
I don't know if these lights are burnt out or not (it's been ages since they were turned on due to Covid lockdown) but I know I'm burnt out after a long day and can't even produce a pithy title for the shot of the day. Time for a drink.
